Agricultural and Environmental Policy

Noah’s years of service in high-profile public environmental positions, as well as serving clients in the private sector, provide him with a unique perspective to assist clients in Florida. Prior to founding Brightwater Strategies Group, Noah served as both the Secretary for the Florida Department of Environmental Protection (DEP) and the state’s Chief Resilience Officer. Appointed in 2017, Noah was the first DEP secretary to serve two consecutive governors. He was unanimously confirmed by Florida’s bipartisan Cabinet, illustrating the respect he has earned from both sides of the aisle. Noah has steadfastly worked across stakeholder groups to help, both in his public sector and private career, bring individuals together to achieve his client’s goals.

Education Policy

Now more than ever, well-informed strategic advice to navigate the maze of political and administrative pressures put on K-12 and higher education is critical. Working as an attorney for the Florida House of Representatives, Jen focused on education policy, drafting both K-12 and higher education policy. Jen has also provided education policy guidance to clients such as the Foundation for Excellence in Education and helped draft the 2010 restructuring of the Florida Board of Governors. Jen’s background in education policy in both the public and private sectors provides her with unique insight into the modern-day demands on schools.

Many times state funding is the key ingredient in bringing together a multiparty project, making a new product marketable, or reforming state policy through funding decisions. In uncertain financial times, more than ever, a targeted procurement advocacy plan is necessary to make your funding request rise to the top of the pile and keep up with your competitors.

Advocacy for Local Governments

More and more, local governments are faced with unfunded mandates and a state legislature that opposes their autonomy. When the legislature does provide the funding it is often insufficient to fund every municipality, and its distribution is uneven.

A successful advocacy plan allows local governments to stand out from their peers when competing for funding, and join together with others when fighting legislation that harms local government.

Advocacy for Non-Profit Organizations

Influencing the direction of government programs is the core mission for many non-profit organizations. However, any advocacy plan for a non-profit organization must guard the integrity and independence that is key to a non-profit’s success. In addition, a non-profit advocacy plan must take into account the maze of federal and state regulations governing a charity’s lobbying efforts.
